NHRC Issues Notice to Haryana on Dalits Atrocity in Hisar

New Delhi, 26th November, 2015( ABC Live): The National Human Rights Commission(NHRC) has taken suo motu cognizance of a media report that in Muzadpur village of District Hissar, Haryana, some influential persons barged into the house of a Dalit compelled the Dalit and his daughter to eat cow dung. They also physically assaulted and injured them. When they went to the hospital for treatment, they were again attacked and beaten.

The NHRC has observed that the contents of the press report, it true, raise serious issue of violation of human rights of the Dalit family. Accordingly, it has issued a notice to the Chief Secretary, Government of Haryana calling for a report within two weeks.

According to the media report, carried on the 23rd November, 2015, the victim and his daughter have stated that they have been targeted after a statue of Dr. B.R. Ambedkar was erected in the village, despite opposition from some villagers.

Caste-related violence has occurred and occurs in India in various forms. According to a report by Human Rights Watch, “Dalits and indigenous peoples (known as Scheduled Tribes or adivasis) continue to face discrimination, exclusion, and acts of communal violence. Laws and policies adopted by the Indian government provide a strong basis for protection, but are not being faithfully implemented by local authorities.

The Commission has also observed that it cannot be disputed that the security of the nation stands atop all other consideration and security of the nation is primary and sacred duty of every organ of the State. But the execution of such duties is strictly subjected to the mandate of relevant statutes and procedures established by the Supreme Court. In other words, the entire set of actions of the State must be regulated by the Rule of Law.
