India Post has restarted all categories of postal services to the USA after two months of suspension caused by U.S. import-duty reforms. The new Delivery Duty Paid (DDP) system collects duties in India, keeps rates unchanged, and supports MSMEs with faster, compliant shipping.
New Delhi (ABC Live) — The Department of Posts, Ministry of Communications, Government of India, has announced that all international postal services to the United States of America (USA) will restart from 15 October 2025.
This move reopens a key route for Indian exporters, MSMEs, and online sellers, who depend on the postal network for affordable global delivery.
Why India Post Stopped Postal Services
In August 2025, India Post temporarily stopped sending mail to the USA.
This pause followed Executive Order 14324, issued by the U.S. Administration under the International Emergency Economic Powers Act (IEEPA).
Earlier, small postal parcels could enter the USA duty-free under the de minimis rule. However, the new order ended that exemption and made customs duty payment mandatory for all postal items before shipment.
At that time, India Post did not have a system to collect and send these duties to U.S. Customs and Border Protection (CBP).
To stay compliant, the Department of Posts suspended services on 22 August 2025.
The suspension lasted until 15 October 2025, covering about 54 days.
The New Delivery Duty Paid (DDP) System
India Post has now built a Delivery Duty Paid (DDP) system that meets all U.S. customs requirements.
It was tested successfully in Delhi and Maharashtra Circles, in coordination with CBP-approved Qualified Parties.
Under this system:

Customs duties are collected in India when the parcel is booked.

The duty is sent directly to CBP through approved partners.

The parcel then reaches the U.S. recipient without extra duty, forms, or delay.
The CBP charges a flat 50% duty on the declared FOB value for items made in India.
No extra or product-specific duty applies.
As a result, postal shipping becomes simpler, faster, and cheaper than many courier options.

The restart is a major boost for small exporters, artisans, and online sellers.
They can once again use India Post’s global network at the same affordable rates as before.

No Added Fees: India Post will not charge anything extra for DDP handling.

Ease of Business: MSMEs can reach the U.S. market with confidence and compliance.
Meanwhile, exporters under One District One Product (ODOP) and Make in India schemes can also benefit from smoother, government-backed logistics.
Where and How to Book
Customers can now book:

EMS, Air Parcels, Registered Letters or Packets, and Tracked Packets
These can be sent from any Post Office, International Business Centre (IBC), or Dak Ghar Niryat Kendra (DNK).
Online booking is also available on www.indiapost.gov.in.
Postal circles have been advised to conduct outreach drives for exporters and entrepreneurs to explain the new DDP process.
