Make in India for Defence Manufacturing

New Delhi (ABC Live): Make in India initiative launched by the Government, in September 2014, aims to build best-in-class manufacturing infrastructure, facilitate investment and foster innovation.  Defence manufacturing is identified as one amongst 25 Sectors under ‘Make in India’ initiative.

The Government has taken several policy initiatives such as liberalization of FDI policy and Industrial Licensing policy, simplification of export procedures, creating level playing field for Indian private and public sector companies, preference to ‘Buy (Indian)’, ‘Buy and Make (Indian)’ and ‘Make’ categories over ‘Buy (Global)’ category in defence Procurement Procedure-2013, for providing impetus to indigenous production of arms, ammunition and equipment.

A positive response has been received from both within the country and globally to the Make in India initiative.  Some of the major foreign countries like United States of America (USA), Russia, Israel, Japan, Korea etc. have evinced interest in participating in ‘Make in India’ initiative.  Since the launch of ‘Make in India’ initiative, 61 companies have obtained 81 Industrial Licenses (ILs) for manufacture of various defence equipment upto October 2015.  These Industrial Licenses include manufacture of Artillery Guns, Armoured Fighting Vehicles, warships, Aircrafts, UAVs, Radars etc.  The name of companies which have been issued Industrial Licenses, since the launch of ‘Make in India’ initiative is as below:

In May 2001, the defence industry sector, which was hitherto reserved for the public sector, was opened upto 100% for Indian private sector participation with FDI permissible upto 26%, both subject to licensing.  However, FDI policy has been recently revised in November 2015 under which Foreign Investment up to 49% is allowed through automatic route and above 49% under Government route on case-to-case basis, wherever it is likely to result in access to modern and ‘state-of-art’ technology in the country.

In the current financial year, 39 Indian private companies have obtained 49 Industrial Licenses, till October 2015, for manufacture of various defence equipments.  Further, nine (09) proposals have been received for foreign investment in the current financial year, out of which 3 proposals have been approved by the Government.
